The National Federation of Uruguayan Gaming has called for such a framework, pointing towards player safety and lost revenues as primary concerns. Currently, land-based casino licenses are only awarded to properties in specific tourism zones like Punta del Este, while online sports betting remains a state monopoly operated by La Banca de Quinielas through its Supermatch platform.

The minimum legal age for gambling in Uruguay is 18 years for all activities including poker (1). The new bill establishes a responsible gaming fund sourced from five percent of gross profits from online gaming and fines, demonstrating Uruguay's commitment to player protection. If a casino ceases land-based operations, any online licenses would terminate immediately, ensuring operators maintain physical presence. Offshore licensed betting companies are barred from sponsoring clubs and sports events in the country, with authorities actively blocking unauthorized gambling websites.
