Online poker is restricted in Turkey under the country's controversial gambling laws, which attempts to ban most forms of gambling activities both online and offline. The Turkish government maintains a restrictive approach to gambling, with only state-operated lotteries and sports betting through the National Lottery Administration being legally permitted (1). This prohibition extends to all forms of online casino games, including poker, with authorities actively working to block access to international gambling websites.
The Information and Communication Technologies Authority (BTK) regularly blocks access to unlicensed gambling websites, including online poker platforms, as part of Turkey's enforcement strategy (1). Turkish internet service providers are required to implement these blocks, making it technically difficult for residents to access offshore poker sites. The government views these restrictions as necessary to protect citizens from gambling-related harm and to maintain social order in accordance with the country's cultural and religious values.
"All forms of gambling activities, except those operated by the state, are prohibited in Turkey, and this includes online gambling platforms that target Turkish citizens" (1)
Despite the legal prohibitions, some Turkish players continue to seek access to international online poker sites through various technical means, though this carries legal risks. The European Gaming and Betting Association notes that Turkey's restrictive gambling policies have created challenges for both operators and players, with the country maintaining one of the most stringent anti-gambling stances in Europe (2). Players who attempt to circumvent these restrictions should be aware that they are operating outside Turkish law and without any consumer protections or legal recourse.
