Paraguay has recently modernized its gambling framework with the approval of Law 7438 in January 2025, which establishes a new legal regime for games of chance including online poker. The legislation allows poker to be legally offered within Paraguayan territory under proper licensing conditions (1). This reform marks a significant shift from the previous monopolistic system that had governed gambling operations for nearly three decades.
The new law opens the market to multiple operators and allows unlimited licenses for various gambling activities including online betting. It introduces comprehensive regulations for online gambling platforms, enabling activities such as poker, blackjack, roulette, and other casino games to operate legally through internet-based platforms (2). The regulatory oversight has been transferred from the National Gambling Commission to the National Directorate of Tax Revenue to enhance enforcement capabilities.

The reform enhances consumer protection and tackles illegal gambling operations through strengthened enforcement measures. The legislation aims to attract legitimate operators while ensuring responsible gaming practices and preventing minors from accessing gambling services, positioning Paraguay's regulatory framework in alignment with international standards.
