Online poker is illegal for Lao residents under the Lao Penal Law, which prohibits most forms of gambling to prevent social problems among locals (2). However, foreigners and tourists are permitted to participate in gambling activities at licensed casinos operating near borders and in Special Economic Zones. Land-based poker is available at these facilities, while online poker remains strictly prohibited for both residents and visitors (2).
In 2022, Laos announced plans to introduce a licensing regime for online gambling operators similar to the Philippine Offshore Gaming Operator model (1). Under this framework, operators may set up online gambling operations in Laos but cannot accept customers based in the country. The Ministry of Planning and Investment oversees all gambling operations and approves investment projects, while the Ministry of Finance handles licensing and taxation (2).
"In a model similar to Philippine Offshore Gaming Operators, operators that receive a licence may set up an online gambling operation, but may not accept customers who are based in Laos."
Casino operators must obtain licenses lasting between 20 and 50 years, depending on establishment size, with substantial licensing fees required (2). The government implemented this offshore licensing model partly due to COVID-19's devastating impact on foreigner-only land-based casinos. Popular gambling venues include Savan Vegas Hotel and Casino in Savannakhet Province and Kings Romans Casino near the Thailand and Myanmar borders.
