Online poker is illegal in Vietnam under the country's strict gambling laws. Vietnam does not recognize or regulate online poker, with the Criminal Code explicitly banning card games of chance played for money, including through local or offshore websites (2). Decree 03/2017 and Decree 144/2021 restricted gambling by prohibiting card games in private or casual settings, while Decree 147/2024 introduced even stricter rules on online gaming, effectively banning casino-style and card-based games to protect players.
The Ministry of Finance and the Ministry of Public Security regulate the gambling industry in Vietnam, overseeing license issuance and enforcement at the national level (1). Vietnamese authorities increasingly monitor online transactions, especially through banks and e-wallets, to detect gambling-related activity. Unlike many countries where players are rarely prosecuted, Vietnam actively detains or fines individuals involved in illegal gambling, with amounts under 5 million VND resulting in fines and probation, while larger amounts can lead to imprisonment.

Land-based poker tournaments are legal for both locals and foreigners, while cash games remain strictly prohibited for Vietnamese citizens under Articles 248 and 249 of the Penal Code (2). International poker tournaments such as the Asian Poker Tour and World Poker Tour are regularly hosted for tourists in major cities. Winning or losing over 50 million VND carries a minimum three-year prison sentence and fines ranging from 3 million to 30 million VND, with organizers facing up to ten years imprisonment.
