Online poker is prohibited in Turkmenistan under the Law on Advertising that came into force in 2016. All forms of gambling activities are banned in Turkmenistan, including casino games, lotteries, sports bets, and online gambling (1). The government enforces strict internet controls, heavily restricting access to foreign online gambling sites, and although some citizens may find ways to bypass these blocks, doing so is illegal and carries serious consequences.
The Ministry of National Security plays a crucial role in monitoring gambling activities throughout Turkmenistan. State authorities carry out the regulation of land-based gambling in accordance with the Law on Licensing of Some Types of Activity (2). While the 1999 gambling regulation initially made gambling legal and opened the door for the legal gambling industry, the 2016 legislation reversed course by banning online gambling including advertisements for gambling activities.

The government's strict approach reflects its commitment to preserving cultural values and protecting citizens from perceived social evils associated with gambling (1). Severe punishment including heavy fines and imprisonment is applied to those who organize or participate in prohibited gambling activities. In 2024, there are no indications that the government plans to make changes to its legislation on gambling, and Turkmenistan remains among the most conservative countries in the world regarding gambling legalization.
