Poker is strictly illegal in Sudan under all forms, whether conducted as individual behavior or as an investment, based on Islamic law (1). Sudanese laws prohibit gambling in adherence to Islamic principles, which regard gaming as a vice and injurious to society, known as Maisir (2). Sudan does not issue licenses for any form of gambling, and all casinos, betting shops, and poker establishments are completely prohibited with no legal framework for licensing or regulation.
The government of Sudan enforces gambling laws through various ministries and law enforcement agencies including police and Sharia law courts (2). Sudan does not have a gambling regulatory body since all types of gambling are banned, with enforcement efforts directed at preventing illegal activity through surveillance, raids on alleged gambling operations, and prosecution of violators (2). Internet service providers are obligated to block access to offshore gambling websites, and the government actively blocks access to international poker sites.
"The foundation of Sudan's legislation relating to gambling emanates from Islamic doctrine and perceives gambling as a form of exploitation with the potential to actually trigger quite serious harm both in terms of individual and societal affairs."
Penalties for engaging in poker or any gambling activities are severe, including fines, imprisonment, and in some cases corporal punishment such as flogging (2). Because gambling is illegal, there are no formal age limits, but all individuals regardless of age may be punished by law if found guilty of participating in gambling (2). Sudan shows no signs of willingness to relax its gambling laws, with the government's conservative stance and commitment to Islamic principles making it highly improbable that changes will occur in the foreseeable future.
