However, the general prohibition against gambling has been interpreted by authorities to encompass online platforms and digital gaming activities. Despite efforts by Pakistani authorities to block access to such platforms, many users employ virtual private networks to bypass restrictions and access international gambling websites.
"Under the Prevention of Gambling Act, those who knowingly run gambling facilities can be fined up to 1,000 rupees or put in prison for up to one year. The fine for those found gambling at common gaming houses goes up to 5,000 rupees with maximum prison for one year or both."
Pakistan's legal standpoint on gambling is deeply rooted in Islamic principles, which categorize gambling as haram or forbidden (2). This religious perspective strongly influences societal attitudes and judicial approaches to games of chance. Consequently, there is substantial resistance to legalizing any gaming activities, including online poker, as they are perceived to conflict with the country's cultural and religious values that shape the legal framework.
