Online poker is illegal in Oman, as the country operates under Islamic law which strictly prohibits all forms of gambling activities. The Omani Penal Code defines gambling as games where chance wins over skill, and the law applies to both land-based and internet gambling (1). There are no legal casinos, poker rooms, or any authorized gambling establishments operating within the Sultanate.
The government enforces strict penalties for anyone caught participating in gambling activities. Under the Omani Penal Code, individuals involved in playing, operating, or managing gambling games face imprisonment ranging from one to three years plus fines up to 500 Omani rials (2). Additionally, all money and equipment used in gambling activities can be seized by authorities.
"The law on gambling is shortly worded and easy to understand. It is found in Book II / Chapter VII of The Omani Penal Code. It defines gambling as games where chance wins over any skill or wit."
Despite the strict legal framework, many Omani residents continue to access international online poker platforms through virtual private networks. However, playing online poker remains a prosecutable offense, and the government has blocked access to numerous gambling websites (1). The penalties remain severe with mandatory minimum prison sentences, making it a high-risk activity for those who choose to participate in online poker from within Oman.
