North Korea maintains a strict and prohibitive stance on most forms of gambling for its citizens. Under the country's criminal code, any local caught engaging in such activities faces severe penalties, including labor sentences. This blanket ban extends to all forms of betting and games of chance, reflecting the state's stringent control over the populace and its economic activities. There are no legal provisions for citizens to participate in poker, either online or in person (1).
Conversely, the North Korean government makes a clear exception for foreign visitors. In a strategic effort to acquire foreign currency, the state operates casinos exclusively for tourists in designated zones. These establishments are typically located within international hotels, such as those in Pyongyang and the Rason Special Economic Zone. This dual policy effectively creates a controlled gambling environment that is completely segregated from the local population, ensuring citizens are not exposed to it (2).
"A plan to install a casino at the Ryugyong Hotel has been reviewed. The plan is to try to attract foreign investment. The authority to determine the location of the casino to be installed at the hotel and the right to operate the casino will be granted to a foreign entrepreneur."
The concept of legal online poker is virtually non-existent in North Korea. The nation's internet access is heavily restricted, with the general public having no access to the global web where online poker sites operate. The government's focus remains solely on brick-and-mortar casinos for foreigners. Therefore, no infrastructure or legal framework exists to support or regulate any form of online gambling for any group within the country's borders (1).
